Why use the ppm raise instead of pool size alone?

Chlorine dose depends on how far your current free chlorine reading is below the target. A 15,000 gallon pool going from 1 ppm to 5 ppm needs a 4 ppm raise; the same pool going from 3 ppm to 5 ppm needs half as much.[1]
